Yes the PS4 has a more powerful GPU. But what happens with the software will be rather significant too. 

But it is worthy to note that this same author is revising an earlier one where he thought the PS4 would have the advantage. 

So I am going to repeat myself :)

What we will see *on screen* is dependant on so many parameters that by comparing spec a to spec b in both system will *never* tell you what you will see on your tv. NEVER. Drivers, API, the whole hardware (including Audio especially) working together, are very complex systems.

The problem of many single parts working together where you don't know what the result be beforehand is called "emergence":
