Which potential? Theoretical maximum is 1.8 TF. Done. There are GPUs available that alone have more Teraflops, leave aside way better CPUs. All this optimization, coding to the metal etc.pp. is not so important and crucial as many think.

Do you think PC GPU's are optimized to the TF that it is capable of for every game? They consider only mainstream GPU as base to work on the Game so it can be supported by many GPU's which leads to ignoring the TF of high End GPU's in optimization to get more. We can achieve FPS of High End PC GPU's in PS4 GPU with optimiztions to get it running smooth upto 60FPS.

Developers are not exploring PC GPU's potentional very well due to fragmented GPU models with different specifications and architecture but PS4/Xbox/Wii U has optimizations which developers can focus and get most out of it by close to its throritical TF.

Who is "we"? Nowadays engines scale quite good over all variations of GPUs, especially thanks to DirectX. And they are also doing things like TressFX which exploits modern GPU capabilities. There is simply no way for PS4 to compete with high-end-gpus - the comparison itself is false. The 1.8TF is the whole APU, leaving out PC-CPUs makes the comparison false.

And what about the 60fps? Which games for PS4 are confirmed 60fps?

I am not a PC gamer and I don't really care for PC gaming but comparing PS4 to high-end-gpus is... legit, of course, but gives a wrong picture and saying PS4 can compete with them is... wrong. It doesn't.

I don't know why anyone would compare it - we console-gamers get better graphics than we had before, that's important.
