Yes and Yes. I can access any content i've downloaded with any user account on the PS3 that has the PS+ PSN account signed in and console activated. I can also have one more PS3 activated and redownload my games from PS+ and PSN on that console and play them when at a pals house. I can't play the same game on two consoles at the sametime though. So yea, PS+ pretty much smokes XBL Gold at least in the current gen and form. I'm referring to PS4 and Xbox One, since this conversation was about the Xbox One.
Also, your solution requires a party to act as another party. I have to be logged in using someone else's credentials. I can't benefit from the subscription someone else has on the box I'm on using my own account. On the Xbox One, if I have an Xbox LIVE Gold subscription, a friend who doesn't can log into the console using his account, while I'm not present, and still have access to every feature of Xbox LIVE Gold including online multiplayer.
