With all the software released this year it's still struggling to outsell outdated consoles on a weekly basis in the West. It still has killer software in its bag so it will eventually do better but it will take Vita a looooooot to match that.
In Japan, 3DS has all the killer software, even stole the MH franchise so it won't happen. I do predict that Vita's best market will be Japan though as it does have a decent lineup and will continue to do so. It won't match what the PSP did but probably sell on par with the PS3.
