Why couldn't I argue that no one really needs a CoD game?  Just because no one needs it doesn't mean it doesn't get released.  

It's not the same argument.  The 3rd game in pokemon games are not needed to complete the pokemon series.  Each CoD iteration releases as a new game.  The 3rd Pokemon game within a generation does not advertise itself as such.  It is the same game that expands the trading/battling experience that people love about pokemon.
