It's also true that insular dwarfism can occur but the general means of evolution is getting bigger but say there is some kind food shortage, gravitational increase, or any significant change that could force a species to have to adapt by getting smaller. But it's all just speculation.
As many others have said, Miyamoto didn't really concentrate on the story background, he instead just churned up the Pikmin games with great gameplay depth.
