I hope I'm wrong and they do use the luminous engine and go all out, but I highly doubt it.  I mean SE is not in a good spot financially and I think they want to take as little of a risk as possible so I think they are gonna use more of a cartoony art style that will not require as much detail in the environments.  Don't get me wrong I still think it will look good, but not what is considered AAA calibar game.  Also Soriku told me the Osaka team is making KH3, not the original KH team which is making FF15, so I don't think the release of FF15 will have any effect on the release of KH3.  Also the Osaka team were the ones that made DDD so I don't think it will be hard for them to implement Flow Motion into KH3.  Now I could be wrong and the Osaka Team is not big enough and they are waiting for the oringal KH team to finsih FF15 and join in on development for KH3.

Oh, thats was just my assumption that most future se titles would use that engine. I could be wrong though. I guess they could be using some kind of modified engine from this gen kind of like the one that cod uses for next gen. Even if they do use the next gen engine, they might not flesh/max it out as much. I'm not sure a 3ds team can take on a full fledged title that is coming to both xbox one and ps4. It will prob be a collab like how ready at dawn that mostly did vita and santa monica are making the order 1886. Thats assuming like you said how big there initial team is overall though.

You were right, according to Soriku, Nomura said they are looking into the luminous engine for KH3 and it would be a rival production to FF15.  Honestly I wish they wouldn't make it a rival production to FF15 because I don't think it will pull out those high console number the first 2 games had and if it does flop SE could drop the franchise to only handheld games.  I guess we'll have to wait and see how well 1.5 HD Remix sells, obviously its not expected to sell millions of copies, but I think we can compare it to FF X/X-2 HD and scale how well the series is doing.
