If it had everything going for it, of course it would outsell the 3DS...because it has everything going for it. 
But we're talking exclusive Final Fantasy, Grand Theft Auto, Gran Turismo, (good) Call of Duty games here.
With your scenario, outselling the 3DS would be unlikely, but selling about 2/3rds would be possible, especially if the 3DS goes through a drought next year.
