The drivatar is storaged at the game servers (aka Cloud) liked to your Live profile... if if you is offline the others players can play against your drivatar (I don't know if you can choose a specific drivatar but I know the engine automaticaly choose the drivatar to play with you)... Drivatar is a update of the dynamic AI samples sent from server to client.
