It's actually a good service to use altogether and not just through Ebay. Newegg, Best Buy, Humble Bundle, Steam, etc. A lot of different retailers use Paypal so you won't have to keep putting your card/account online and won't need to have your card/account listed in multiple places if by some chance your password at one of those places gets stolen. .

I don't know if it's the exact same any longer, as I've had a Paypal account for atleast 10 years, but if you weren't verified in the past, the seller would get charged a small fee like $.50 etc, you'd get charged an additional $.50 to send money as a gift to friends and family, and a non verified person wouldn't be able to send more than a certain amount before requiring to becoming verified as well.

If you're only going to use Paypal once or twice there's no need to verify, but if you want to continue to use it for your online purchases and maybe buy more through Ebay, then you should just link your account with them and verify.
