That's not uncommon. Lots of movies and even games get started that way.

No. It's an easy way to get noticed if you have an idea for an existing properties that a company owns but is currently not using in a certain way, it's an easier way to make a pitch than having them buy into some risky, original idea. As long as your take on the property is actually a good idea, anyway.
