That's not uncommon. Lots of movies and even games get started that way.

Right. All the time people make pitches for series revivals or different media iterations of an existing franchise to the actual IP owners.

No. It's an easy way to get noticed if you have an idea for an existing properties that a company owns but is currently not using in a certain way, it's an easier way to make a pitch than having them buy into some risky, original idea. As long as your take on the property is actually a good idea, anyway.
