PS360 sold close to 160m, why on earth would they care for a little over 3m Wii-U owners. Even worse a part of those users wouldn't even be interested in a GTA game anyway. (Nintendo does seem to appeal to a slittly different demographic overall).
However GTA V is probably going to get a digital version on PS4 and Xbox One around holiday's 2014.
