I’m not entirely sure what we’re discussing here, but if it is the question: where does evil come from?, then the answer has to be the Devil – evil comes from the devil. I say this because the Devil is the first one to break God’s rules, which made him, the Devil, evil. So, “evil”, I would say is nothing more than breaking God’s rules.
Additionally, saying God is evil, is like saying any other rule maker is evil. Is the government or the courts evil, simply because they make rules and people don’t follow? The evil one is the one that breaks the rules, not the one that makes them.
Now, if you don’t believe in God, then I guess that makes Man the rule maker, and if it is that Man breaking his own rules then, only Man can be evil – no ?.
