It has been taken out of context. He has been asked about multiplayer functionality where one player can play on the Vitas' screen and the other on eon the TV.

"To clarify, the Vita should still work as a PS4 controller for single-player affairs, but it’ll need to be specifically programmed for multi-player modes"

Why would it work for one and not the other?

One is a simple functionality that only requires to recognize the Vitas signal input as a controller.

The other would be a feature that requires specific game data to be displayed on the vitas screen.

“It appeared that there had even been demonstrations to thank Big Brother for raising the chocolate ration to twenty grams a week. And only yesterday, he reflected, it had been announced that the ration was to be reduced to twenty grams a week. Was it possible that they could swallow that, after only twenty-four hours? Yes, they swallowed it.”
