Unfortunately I think what NOA is doing is looking at their demographic charts from the last 2-3 years and seeing a lot of the adults who had Wii/DS moving onto smartphones/tablets and there is a bit of panic going on and they are doubling down on an audience they think they know well (kids market) to try to appease NCL.
It's not all NOA's fault though, they are being put in a bad position but not having games to sell their hardware with and not poor hardware descisions from the NCL side.
