2) The problem with Paula is that good PSI costs too much PP. You never get to a point where you feel that you can use it in every battle, much less in every turn. Jeff's items being useful for certain enemies is only worth something, if you know which enemies are vulnerable to them. You can't really stock up on bottle rockets and bombs, because your inventory is so limited. Most of the time when I used an item with Jeff, it was a waste.

3) It is true that your party members can't hit stuff; and I knew that sometimes the weapon can be at fault, because I did read the item descriptions. Status effects are a cheap way to add artificial challenge; maybe they would be rewarding, if you could prevent them with a proper strategy. But what can you do when the poor accuracy of your party messes things up constantly? The player gets punished for no other reason than the blatant incompetence of the characters. The player doesn't fail because of anything of their own doing, but for the sole reason that the game wants them to fail.

1) It was pretty decent for what it was. Level ups where indeed frequent and it was pretty straightforward. Had you not been so picky on the stats you probably wouldn't have noticed.

2) You did not play correctly then. PK Ice was very useful in some battles and dealt tons of damage. She also had PSI Magnet that also stocked her with more PP. Magic Cakes are cheap enough and can be stocked sufficiently. The storage was limited and you often had to carry items that you did not need but it was certainly part of the challenge to manage what you needed the most. Jeff was the least useful indeed, but his bottles dealt uncompared physical damage.

3) Did you call Ness' mom when he was homesick and failed most of his attacks? I don't know. This is a matter of opinion then. It was a considerable challenge to have to deal with the status effects and I really liked that. There were instances where luck was on your side and enemies would fail too, so it was a 50:50.
