Yeah they where but SMT 4 is pretty cool in it's own way! This franchise is very niche and has a very strange feel to them!

The problem some reviews express is that the world map looks like a mess. That you are represented by a blue dot in a not so nice overworld. But then again the SMT series, at least the mainline, always uses that dot for the map. Also if you want a really horrible overworld map, play Tales of Destiny for the Playstation one. That has one of the most horrible overworlds in a JRPG period! xD

Isn't the world map based off of Japan?

Yeah, in all of them but the reviewers complain that it's a mess in the way that it is very difficult to understand or so it seems. If it is like the first one for the SNES then I could understand it. The original looked like this: http://i.imgur.com/csj1h.png

They don't look very nice and they can be "confusing" but it's like a staple for the mainline SMT games! XD

I think it would be a lot less confusing for someone who knows how Japan looks like.  I did get lost a few times, but that was mostly due to the fact that I didn't know which places were next to which rather than the map itself (which, honestly, isn't THAT confusing if you rotate the camera to get familiar with your surroundings).
