well... I live in South America, and I know that the WiiU hasn´t been officially released in my region yet.
One thing that I know prevent it to be released here is the absurdity of some of my country´s tax laws, other would be the lack of a proper Nintendo representative in the region.
So, what I did was to create a second account with an U.S. address and buy prepaid cards on digital shops to put funds on it. I need to change the console region in order to do that.
As for credit cards, I avoid to use them out of my region, but if you still want to use it, then create an account with a Canadian address, Canadian eshop accepts credit cards from all over the world, unlike U.S.´s eshop
