The best Kinect has to offer is truly in dancing games without a motion periphral to help it break 3D and exist in the world without rails.
Of course Kinect had had modest support even though it sold 20 million units. Want to know why? Kinect 2 being force bundled will sell significantly more units, but its not telling of demand if its forced. They claim the Xbone cant work without it, so essentially its not really a peripheral, its an active part of the system.

There was indeed a contradiction. Bundling helps create support there wouldn't be otherwise.
There will probably be shovelware. But most people will ignore shovelware and buy higher quality games. The good Kinect 1 games sold well, while many shovelware games either flopped or had modest sales.
I think you're also ignoring the improvments Kinect 2 has over Kinect 1. The improved accuracy will make more people interested in Kinect and that'll boost support.
