Well not really, it takes two hits. Besides you aquire armor later in the game which makes it even harder. I love the bow, I use it all the time but I wouldn't say its OP.

Go play as a revolver only guy with a lot of abilities to give you parts fast. Then buy a Shotgun which is a 1 hit kill up close. Thats awesome xD. I once went around 11 downs and 12 kills with 0 deaths and like 5 revives by playing like this. You also get a shit ton of supplies and parts in the game.
