Xbox Live offers Xbox One unlimited storage space in the cloud for all Xbox Live members to store numerous types of Xbox Live content, including your profile, games, Achievements and entertainment. This content is stored and saved in the cloud so you can automatically access it anywhere, anytime, no matter where you are.
that is MS word. So yeah, you can store whole games in the cloud. I don't know if this is just for XBLA games though.

Originally, under the digital only plan, it was all games. However, since the change if you purchase retail games via Xbox LIVE (Digital) they will be available. Disc-based games will not be available. As far as I know, you will still have the option to buy new games on day one via Xbox LIVE, so it'll be your choice to purchase disc or purchase digital.
