who to say it wasn't. it appears that MS is trickling information up to release and they want to take advantage of each reveal to keep positive info flowing. They also might not have had everything ready for all of the things that goes into setting up a self publish process as it changes how their current structure works. Changes like this take time and a lot of work because its not as simple as "Hey, you can self publish". A lot of work in the backend to make this happen especially with internation agreements. The move was always coming because the industry has moved this way. The question was how will MS do it.
Currently I believe this does not change XBLA. This is XBLIG 2.0 but with MS being serious about the space and changing it from a playground for people to put any crap on the 360, to a place where serious games and ventures are going to be supported.
