Should American's be allowed to smoke electronic cigarettes in businesses?

It should be the business's decision, whoever owns the establishment and or business.

Same with regular cigarettes imo.

Many people won't go to places that have smoking. Many people go to bars that allow smoking. There's consequences either way.
