They need some extra RAM for the OS for possible future updates, and if they ever decide they don't need more, they'll just give the extra back to games. It's not like games in the first few years are going to require more than 4.5 GB of RAM. Later in the console's lifecycle, though, things could change, and Sony should really try to reduce the amount of RAM used by the OS.
