Because they wouldn't have access to the full hardware resources.

Anyway if it is just Win8 apps it still would be pretty great for indie devs, it's just not the feature many of us are expecting/wanting/hoping for.

Can you elaborate?  I'm not sure why stuff is missing.  Write it for Windows, simple port to X1, polish with specific resources/functions/hardware, distribute then Profit!

Obviously you have to change to use a controller and add some ruble, trigger feedback, menu system, stuff like that.  But if the rest is the same, sounds like a nice platform for developers.

What do you say is missing?
