I think they were always planning on something like this, and the rumors were just speculation on crazy (like one of the girl gone videos.)
I remember reading from a developer a while ago who worked on other platforms how much he loved the Xbox 360's development support tools. He said, "They were deliver on gossamer (or Angel) wings" or something like that.
Microsoft give developers free training on the XBE platform.
