The PS4 and Xbox One are x86 technologies. How on earth is one "tailored" for small-team development?

Well I'd assume this is referencing the simple ram solution where you just have one large pool of fast ram instead of a larger pool of slow ram with a small pool of faster ram.  According to Cerny this was one of the ways they tried to make development simpler which would probably help smaller teams more than larger.
