Don Matt stated that they were developing a curated program for indies to publish their games on the X1 so does that still mean MS is back tracking. This 180 will change everything after console launch... the Market Place will be unified (no more difference places for indies), and you will can self-publisher any game (not only XBLA).
But the changes (180) will happen just in 2014 because they decided that now and needs to works to make them happen.
