I am going to set the record straight.

Whatever Microsoft had planned for indy devs has nothing to do with their stance on arcade and whatever else they are doing.

Not once did Microsoft make an official statement regarding their indy policies on the Xbox One.

Just because they had policies on the 360 and change them doesn't make this a 180. What would have been a 180 is if at E3 or any point in time before this policy announcement they said

"In order to publish an indie game on Xbox One you need a publisher"

And also just because there was no announcement and the policy was the same as the 360 it doesn't mean a 180 either. It just means the policies were the same until an official announcement was made. Which was happening next month.

This is clearly a 180 otherwise we would have heard about this back in E3 when Indie developers were trashing Microsoft's policies on Indie games. Do you realize how much bad PR resulted just from not having self-publishing from the get-go and having Indies bash your brand new console?

O rely? Just because they didnt say something at E3 this makes it a 180? Agian you are confusing having a policy and just not announcing one. Before the announcement everything was still under the 360 rules. However we herd as far back as April that they were working on new policies. Not to mention many posters on GAF have said there were rumors last year that Microsoft was mvoing in this direction.

In order for this to be a 180 there had to be an official stance on indy games for the Xbox One.

There never was a stance. Plain and simple.

There was no stance so they made all this up between sometime in May and now?

So they were unprepared.

Either way one of the following is true:

1.) Microsoft saw Sony and Nintendo doing self-publishing and changed their policy within the past few months.

2.) Microsoft wanted to continue the model they have right now since it was working for the Xbox 360. Maybe make a few modifications but they thought they had the model down.

3.) Microsoft is inept that despite having years to come with the policy and implementing it they still won't have self-publishing at launch.

Inept, Hubris, or Stupidity - There really is no other answer.
