Microsoft has been consistent. If you read the article I linked to, you would have seen that. The Apps store is not the same as the Games store or retail. What Microsoft HAS reverse, as noted in the Kotaku article, are the Xbox 360 policies that they were planning on carrying forward regarding certification.
Their plans for indie publishing haven't changed.
As to the Xbox One DevKit, the only thing I can comment on is the fact that this is consistent with the Xbox LIVE Indie Games and XNA Games Development. As with the Xbox 360, any Xbox 360 could be turned into an Xbox LIVE Indie Game development box.

This is a weird question. You would be as defensive if someone else would do the same kind of ridiculous claims about your precious PS4 :)
This is just not true and the reason why people are so defensive is that they are getting tired of this negativity from the Sony fans about the Xbox One. Even when Microsoft went back 10 years ago about their digital plans; you guys are still making up things like this 180 and find a way to transform a GOOD news from Microsoft into another bashing thread...
