As far back as April, the policy was that independent developers would be allowed to develop on the Xbox One and publish through the Apps store. What they did say, was that developers that did not want to be featured in the Apps store would need to go through a publisher.

This is essentially no different that the Xbox LIVE Indie Games. The playing field for Indie Games was different from Xbox LIVE Arcade games and retail. The latter two still required publishers. For better or for worse, it isn't a 180.
The major difference is that if publishing through the App store, your game can't be any larger than 3GB, which if I recall correctly is twice the size of current Xbox LIVE Arcade games as I think 200x larger than Xbox LIVE Indie Games.

You are confusing the things... Windows RT App selfpublishers is allowed... Xbone uses a Windows RT with reserved 3GB... you can selfpublisher any App that run on any Windows RT devide (Xbone inclusded).
We are talking about games... games never had a selfpublishing policy... now it have.
