With Xbox 360 you were able to turn an Xbox 360 into a DEV Kit with XNA. The ability to do this with the Xbox One does not change.
The only new thing added is the 3GB definition for a self-published game. But this is an increase over the Xbox 360's XBLIGs.

"A few months ago this was not being planned by them internally, and they explicitly said it wasn't going to be possible (and that was the clear message behind closed doors). There were even factions within Microsoft aware of the stupidity of the situation who were proactively looking for loopholes to effectively allow self publishing in a practical sense even if it wasn't technically the case.
This is a change in policy and strategy from earlier in the year, and the fact it isn't going to be ready at launch is evidence that this change is recent.

Except that isn't correct.
As far back as April, the policy was that independent developers would be allowed to develop on the Xbox One and publish through the Apps store. What they did say, was that developers that did not want to be featured in the Apps store would need to go through a publisher.

This is essentially no different that the Xbox LIVE Indie Games. The playing field for Indie Games was different from Xbox LIVE Arcade games and retail. The latter two still required publishers. For better or for worse, it isn't a 180.
The major difference is that if publishing through the App store, your game can't be any larger than 3GB, which if I recall correctly is twice the size of current Xbox LIVE Arcade games as I think 200x larger than Xbox LIVE Indie Games.
