This isn't a 180, but is consistent with everything they have said.
Previously Microsoft has said that developers would be able to self-publish independently through the Apps store.
With Xbox 360 you were able to turn an Xbox 360 into a DEV Kit with XNA. The ability to do this with the Xbox One does not change.
The only new thing added is the 3GB definition for a self-published game. But this is an increase over the Xbox 360's XBLIGs.
