Sure you can say that hackers can access your camera while its off like in any laptop, but then thats a hacker thing, not the governments. And that certainly would say something about you and the enemies you make. But this is a extreme minority thing, something that can be prevented with a stick of tape, something many do on their web cam standard laptops.

Paused is not off... and it's stupid that I can't physically unplug it.

Did you not say to use analogies? I have a Camera in my laptop, but it can be disabled. I also run my computer on an old version of Ubuntu which has no program to access the camera, so it's 100% useless on my laptop.

If I still had Windows, I would be worried about privacy invasion behind a camera if it was a problem, but I haven't heard about any scandals or serious comprimises in security (except Skype in this scandal, but I don't use skype).

It can be turned off. MS takes privacy very seriously. Xbox is not on the governments radar, and you are now going into weird territory by persisting.
