It isn't labelled as a sequel because Pokemon never used numbers for sequels. It was names for both (Red/Blue and Yellow, for example), and now that they use numbers to differenciate the third installment you complain. And they are doing it because unlike Crystal or Emerald Pokemon BW 2 has a different story, set two years after Pokemon BW.
