Is it possible that this is just a misinterpretation?
NoA is not accepting submissions from Japanese indies at this time, because it is expected that such devs submit to NoJ, perhaps? Or perhaps, given that this is tied to GDC, perhaps they weren't handling Japanese indies at GDC, specifically? Otherwise, it seems like a strange decision.
