Well I haven't finished it yet, so I can't say for certain, but from what I hear he doesn't make an appearance in the fourth game.
Just did a quick check of the wiki and I couldn't find anything on him so it doesn't look good.
Edit: For what it's worth you do get a snarky snack munching Emma Skye.
