Yeah, basically Game Freak as developers probably have ALL their major talent working on Pokemon X/Y along with the eventual 3rd game in this Pokemon cycle either X2/Y2 or Z or whatever. Games like this one and Harmoknight (which was more polished then one would have expected) are probably side projects for smaller teams done in the vain of other mobile games because they are meant to make money and not cost a lot.
