No it's not!
If you look at the IGN screenshots in 4:3, you see that the below bar where the characters' heads are, has tight spaces at each side, while on the image here, there's a big space at each side.
Now Chrizum, for me not to think you are full of fail, lacking logic, lacking research power, and thus are to avoid at any cost if in search of the truth (already, when I read "no graphical upgrade since ToS", you lost several points of credibility), please provide us with the link where they say that ToS:RnK is 4:3 (which would be failure total).
I'm waiting...
