Even retail PS4 will have max clock freq 2.75 GHz!

It is max clock... not the real clock that the component will run.

I know that I just mean that people think this is the default clock speed which certainly wouldn't be the case fora home console especially after the heat problems in this gen

Edit: The operating temprature puts a stop to higher clocks during gaming - may appaer on individual cores similair to how TURBO BOOST works  -  because having a 5-35 C operating temp probably means that the console wouldn't feel so good if we excedded the double meaning 70 C which is pretty high.
