If the max clock rate refers to the CPU, then I'd imagine it may be something that works like Intels turbo boost, but AMD's version. For example the I7 3930k stock clock is at 3.2Ghz, but it can clock it's self up to 3.9Ghz if required and only if the CPU isn't near its peak TDP.

If this ends up being the case, then it'll probably help with non gaming apps, and OS related things. It also may be used by games, this would explain why the overall TDP is much much lower than it was on the PS3, which had a TDP of 200 watts.
