The FCC doesn't care the least what your cpu,gpu,whatever is in your box. The FCC  cares about the high frequencies your gadget might emit and requires the maximum frequency to be stated. It just happens that the two gddr5 forward clocks are 2.75GHz (double the base 1.375GHz command clock). This is the maximum clock frequency of the PS4 on any bus and hence defines the maximum clock that emits hf.
