It is a game built around the concept of time. In fact you're warned about this right in the beginning of the game. You speak like this was GTA IV's map size, but it actually was a simple but huge supermarket. The game was supposed to be played in multiple walkthroughs; that's why your experience carries on to every single playthrough you make. You don't need 100 play thrus. You can, in fact, do the main mission and rescue all the survivors if that's your concern; you only need good timing.
My problem is that time limit should be mandatory, and then put a different mode without it. Not create a game without what made the original one different and then put it as an extra for the original fans. That sucks. That means you're listening to the wrong audience to sell more.
