If it helped push enough hardware, Nintendo might excuse the game for not covering all software costs.
But it's also a good point that Bayonetta fans might be sufficiently seduced at that point. Since they're not going to buy a Wii U twice, better to leave Bayonetta 3 for Nintendo's next generation of consoles.
