Either get strict on guns or find the causes of the gang problem in these big cities and tackle them (it's probably more economic in reasons than guns). That's like saying cars are a big problem because of the huge prevelence of car accident and drunk driving deaths. Espiecally in certain roads with names like "Deadman's curve".
What you are talking about is a problem, but not one related to guns.
