I think a large part of it, deals with Nintendo not wanting to take away from Wii Sports... and them being too cheap to commission new versions from the developer Camelot who has worked on both Mario Golf and Tennis for Nintendo in the past.

Camelot actually did release a arcade golf game "We Love Golf!" on the Wii and would also later create "Mario Tennis Open" for the 3DS and are working on a "Mario Golf" game for it as well. So yeah, they probably could have done it, Nintendo just didn't want to pay them to make a Wii version.
