Well...they can only meet demand where the games are meant to gain demand. If the games are meant for the western audience like Capcom titles and MGS then they will be on both consoles. If they are made for the Japanese culture they will more than likely stay exclusive. If the 360 had a larger marketshare in Japan they would've had more games, but because the Japanese do not see the 360 as a console of interest because it essentially does the same thing as the PS3, the home brand is obviously the one of choice. Look what happened when the 360 version of FFXIII was announced. Japan blew up because they they were saying  it was pointless to spend so much money on a port that wouldn't be supported. The 360 version of FFXIII didn't sell well in the end even with the million plus 360's sold.
