Thats only if you preorder, you get a dev unit to play with.  This does not mean that you keep the dev unit.  The cost of the Kinect 2 for windows when it release will be 400 without a dev unit.  By giving developers dev units now before they get the release unit, those devs can give MS input on the device, functions and APIs to better refine the retail unit.  This is a win win for both develpers and MS.

They never said they won't let you keep the alpha version Kinect2 when they send you final version of Kinect2


True, MS never said whether you get the dev unit or not but can we all agree that the retail unit will not have a alpha version.  Could it be that MS is willing to take a hit on alpha units in order to get a lot of devs out there using it.  Also the device will not be out for over a year, and you have given MS 400 bones up front.  By the time the retail unit hit the market, I am sure MS will have cut the cost and thus the hit would be less.  

I believe the key here is still you are giving MS 400 bones for a device.  If you are a developer this is great because you get the alpha and a retail unit when it ships.  MS gets input on the alpha and the ability to refine the retail unit and provide either hardware or software change that makes it a more viable device when it hits the market.
