sure you can change everything and that makes it instable but people who do that should have a clue and will also know that and how to handle those problems.
if you only overclock little bit, buy maybe a new gpu every few years and stuff like that there won't be really much you have to worry about. seriously, i play on pc for over 20 years now and i never had a huge problem. yes, sometimes i had a problem and it took a hour or so to fix it but i'm talking about 20+ years.
for those who change their rig every few weeks it's obviously something else but most of them shouldn't really be surprised and should also not really care about that.
