JRPG does not mean an RPG made in Japan. it is a style of gameplay and certain role playing elements that was created and progressed in Japn first.

Big budgets RPG like FF XV, kingdom Hearts, Dark Souks, X.. and many more can NOT be called JRPG even though they made in Japan. these games naturally evolved out of the genre and that is a good thing.

I disagree with your assessment.  If that's going to be how it's like, there's no point in calling them JRPG's and WRPG's anymore.  There are games made in the past in Japan that are a lot like what you would call a WRPG and vice versa.  What exactly defines a JRPG?  Turn-based doesn't make sense because there are plenty of games that still carry the "JRPG" title without being turn-based, and there are turn-based WRPG's.
Then if you go to the whole "choices" thing, Shin Megami Tensei is a good example of a JRPG that is heavily choice-influenced.  If that doesn't seem like a good example to you, then Chrono Trigger.
There isn't a definitive line between JRPG and WRPG if it isn't defined by where it's made.
